Moeve has begun construction of Onuba in Palos de la Frontera, the first phase of the Andalusian Green Hydrogen Valley, with over €1 billion in investment and an estimated impact of 8,000 jobs.

The works for the first phase of the Andalusian Green Hydrogen Valley are already underway in Palos de la Frontera. The company Moeve started construction of Onuba on 17 September, an infrastructure that mobilises over €1 billion between the industrial plant and a photovoltaic system for self-consumption, according to what is published by que.es.

The project will have 300 MW of electrolysis, expandable by an additional 105 MW. Once operational, it will produce around 45,000 tonnes of renewable hydrogen annually and will avoid approximately 250,000 tonnes of CO₂ per year, mainly by replacing fossil-derived hydrogen in hard-to-electrify industries.

The company estimates an impact of more than 8,000 direct, indirect, and induced jobs throughout the entire value chain. These are not immediate fixed contracts, but employment distributed during the construction and commissioning phases. Production will not be limited to Moeve's facilities: it will also be supplied to third parties for heavy industry and land, maritime, and air transport.

Locally, Moeve expects to provide activity to more than 400 SMEs and freelancers in the area. This will strengthen the industrial weight of the province of Huelva and generate work in trades such as civil engineering, assembly, security, and maintenance. There is no single public call: the hiring is managed by Moeve and the companies participating in the works, from large engineering firms to local contractors.

Onuba is part of a larger plan: the Andalusian Green Hydrogen Valley aims for 2 GW of electrolysis and around 300,000 tonnes of renewable hydrogen annually, in addition to renewable ammonia and methanol plants in Huelva and San Roque (Cádiz). The total investment is around €4 billion.

The first phase has received €303.75 million from the Renewable Hydrogen Valleys programme, funded by European NextGenerationEU funds, and is recognised as a Project of Common Interest by the European Union. In the shareholding, Moeve controls 51%; Hy24 and COFIDES hold 29%; and Enagás Renovable and Alter Enersun have the remaining 20%.

In a project of this magnitude, employment does not come all at once: it is spread over years and primarily lands in auxiliary companies.

The location in Palos de la Frontera is due to Moeve already having an industrial and energy complex there, which allows for the integration of part of the production with existing activities. Development will be done in phases and the complete schedule will depend on upcoming investment decisions. For those seeking employment, the recommendation is to closely follow the awarded companies and the auxiliary services in the area.
