The Council of Ministers has authorised Aena to invest **€13 billion** by 2031. The measure includes a limit of **0.33%** on the annual fee increase.
The Council of Ministers has approved Aena's investment plan, known as the Airport Regulation Document 2027-2031 (Dora III), which will allow the airport manager to allocate **€13 billion** over the next five years. According to expansion.com, this plan includes a limited annual fee increase of **0.33%**, which translates to an approximate increase of **three cents per passenger**.
The main investments will focus on the **Madrid-Barajas** and **Barcelona-El Prat** airports, which will receive **€4.477 billion** and **€1.765 billion**, respectively. Other airports such as those in **Canary Islands** and **Balearic Islands** will also benefit, with allocations of **€1.807 billion** and over **€1 billion**, respectively.
The Minister of Transport, **Óscar Puente**, emphasised that “this DORA is not just the sum of large isolated projects. It is a transformation of our entire airport network and that transformation reaches all areas.” Unlike the previous period 2022-2026, where a fee freeze was imposed, now a slight increase closer to what Aena proposed is chosen.
