The meeting between He Lifeng and Scott Bessent is part of the preparations for the upcoming visit of Chinese President Xi Jinping to Washington. The tariff truce, which was established in October 2025 in Busan, is set to expire on November 10. This agreement includes a reduction of tariffs by the US on products related to fentanyl and a suspension of additional levies on US products by China.
Furthermore, the meeting is expected to serve to discuss potential economic agreements for the meeting that will take place on September 24 between Xi Jinping and US President Donald Trump. The current situation of tariff rates could influence the agenda of this upcoming meeting, given that the average effective rate of the US on Chinese imports stands at 22.8%.
Dialogue on artificial intelligence, although considered preliminary, will be part of the discussions between He and Bessent. This aspect has generated tensions in the bilateral relationship, but both countries may seek to avoid a bifurcation of their technological systems.
