The President of the Government, Pedro Sánchez, has this Wednesday awarded the Grand Cross of the Order of Civil Merit, posthumously, to the Secretary of State for Housing and Urban Agenda, David Lucas, who passed away on July 20. The recognition highlights his defence of the constitutional right to decent housing.
The President of the Government, Pedro Sánchez, has awarded the Grand Cross of the Order of Civil Merit, posthumously, to the former Secretary of State for Housing and Urban Agenda, David Lucas, who passed away on July 20. The event, held at La Moncloa, as reported by the Executive through its official website, recognises Lucas's contribution to the defence of the constitutional right to decent housing and his contribution to the improvement of public services.
During the award ceremony, Sánchez highlighted that this is a recognition of his professional journey, "dedicated to others", and his understanding of public service, as well as "a whole life of commitment, of daily and constant work".

Born in Madrid in 1968, David Lucas held a doctorate in Law from Carlos III University of Madrid, specialising in Public State Law, and was a graduate in Law from Complutense University of Madrid. He also had a master's degree in Territorial and Urban Planning and another in Public Law from Carlos III, where he obtained the best academic record and an extraordinary award.
Throughout his career, he held positions such as Secretary of State for Transport, Mobility and Urban Agenda; Secretary General of Urban Agenda and Housing; elected senator for Madrid in the XII legislature; mayor of Móstoles; spokesperson for the PSOE in the Madrid City Council; deputy mayor of Getafe; and president of the Spanish Delegation in the Congress of Local and Regional Authorities of the Council of Europe, among others.
In the academic field, he was a professor of Financial and Tax Law at Carlos III University, of Financial Law and Constitutional Law at Nebrija University, and of Political Science and Public Management and Administration at Complutense University. Since 2023, he held the position of Secretary of State in the Ministry of Housing and Urban Agenda.
The granting of this distinction occurs after his passing on July 20 and represents the official recognition of his work in promoting housing access policies.
