The Prime Minister announces a 12-month plan for the responsible deployment of AI, with a voucher for SMEs and freelancers and the adaptation of the secondary and vocational training curriculum.
The Prime Minister, Pedro Sánchez, has presented the IA360 Plan, a roadmap with concrete actions for the next 12 months aimed at enabling Spain to seize the opportunities of artificial intelligence in the economy, as reported by La Moncloa. The plan is structured around four objectives: strengthening technological capacity, turning AI adoption into an economic engine and talent incubator, building governance, and promoting a national agreement to ensure security in the face of employment changes.
The announcement was made by Sánchez during the closing of the event IA360: Plan for a Responsible Deployment of AI, held at the Moncloa Complex, attended by the First Vice President and Minister of Economy, Trade and Business, Carlos Cuerpo; the Second Vice President and Minister of Labour and Social Economy, Yolanda Díaz; the Minister of Science, Innovation and Universities, Diana Morant, and the Minister for Digital Transformation and Public Function, Óscar López.
Among the specific measures, the plan includes the Artificial Intelligence Voucher, aimed at SMEs and freelancers, with the goal that by 2030 more than half of Spanish companies will have integrated AI into their activities. It also includes strategic projects such as the AI gigafactory or the development, alongside the Barcelona Supercomputing Center, of new AI models for use cases in combating climate emergency, energy, or health. The plan advocates for data centres with the best energy and environmental standards to ensure sovereignty over stored data.
In the educational sphere, Sánchez announced that the government will adapt the curriculum of secondary education and Vocational Training to learn how to use and coexist with AI, but also to ensure that its deployment does not harm students' learning processes.
The president has defended the need for urgent action and warned of the risks of uncontrolled AI. In his speech, he stated:
“An artificial intelligence without the control of collective human intelligence is not intelligence: it is chaos and stupidity.”
Sánchez also warned that “if AI is concentrated in a few companies and a handful of countries, its impact on shared prosperity, on the very idea of democracy, will be devastating.” In response, he advocated for building a responsible, humanistic AI focused on collective well-being, with traceability and oversight, that helps to close social, geographical, or economic gaps and generate new jobs.
The event featured a panel of experts moderated by the Secretary of State for Digitalisation and Artificial Intelligence, María González, with participation from the president of the AESIA think tank, Senén Barro; the professor of Computer Science and AI at the University of A Coruña, Verónica Bolón, and the mathematician and professor at Carlos III University, Rosa Lillo.
The IA360 Plan will develop its actions over the next 12 months, focusing on public safety, trust, and the protection of vulnerable groups, especially minors.
