The Government has taken an important step in the reform of regional financing, approving a new model that has only received votes in favour from Catalonia and the Canary Islands. This model, which must be ratified by Parliament, will allocate nearly €21 billion more annually to the autonomous communities.
The Council of Fiscal and Financial Policy (CPFF) approved this morning a reform of regional financing that has generated controversy by receiving support only from Catalonia and Canary Islands, according to expansion.com. This new model will assign nearly €21 billion in additional annual funding to the communities, allowing for an increase in the transfers of VAT and income tax.
The autonomous communities, including those governed by the PSOE, have expressed their rejection of the proposed model, considering it unfair and exclusively beneficial to Catalonia. The Minister of Economy of the Community of Madrid, Rocío Albert, decided not to attend the meeting in protest.
The model, which must go through the Council of Ministers and be validated in the Parliament, has been criticised for not taking into account factors such as territorial dispersion and the ageing population, crucial elements for the financing of essential services.
Despite the widespread rejection, the Ministry of Treasury defends that the new model will provide more funds to all communities. The Minister of Treasury, Arcadi España, has indicated that the text will be debated in Parliament, where changes can be introduced through amendments.
