Russia has been secretly helping Iran develop advanced supersonic cruise missiles, according to the Financial Times. This collaboration is one of the most significant military technology transfers between Moscow and Tehran.
The programme, known as C430L, has involved some of Russia's most experienced missile specialists to assist Iran in developing a ramjet propulsion system, which allows a cruise missile to fly at speeds exceeding the speed of sound.
The C430L began in 2023 and has continued during the conflict between the United States and Israel against Iran. The information has been obtained through leaked Russian correspondence and travel records.
The main objective of the programme is to equip Iran with a new type of missile capable of threatening US aircraft carriers in the Middle East. Weapons experts have indicated that this technology would be intended for anti-ship and land-attack cruise missiles.
Fabian Hinz, an analyst at Conflict Armament Research, stated that this is a high-sensitivity military technology transfer that Iran has sought for decades. He also highlighted that such programmes would require approval from the highest echelons of power in Russia.
Supersonic cruise missiles combine speed and the ability to fly at low altitudes, allowing them to evade missile defence systems. This is crucial for Iran, especially in the Persian Gulf, where the United States and its allies have advanced defensive systems.
Although Iran has developed the scramjet propulsion system, a supersonic cruise missile with Russian assistance has yet to be deployed. According to Jim Lamson, a former CIA military analyst, this would provide Iran with a qualitatively new weapon system that could threaten the US Navy.
The C430L programme is another example of the growing military relationship between Russia and Iran. In addition to this project, Tehran has supplied attack drones to Moscow, which have been key in the war in Ukraine.
The collaboration also includes assistance in the war against the United States and Israel, with accusations that Russia has provided satellite imagery and weapon components to Iran.
The C430L programme represents a closer form of cooperation, where Moscow helps Tehran develop its own advanced strategic weapon technology.
The project has been organised by Rosoboronexport, the Russian state arms export company, and has been coordinated with NPO Mashinostroyenia, a leading missile systems manufacturer in Russia.
In November 2023, a formal contract was signed between Russia and Iran for this programme, and by 2025, several Russian engineers were analysing Iranian flight test data and providing technical assistance.
