The president of the Provincial Council, David Toscano, signs in Hinojos the agreements with mayors and councils to activate a programme that will create 168,000 workdays in the province.
The Huelva Provincial Council will contribute over €1.8 million to the PFEA 2026, an investment that will translate into nearly 150 projects and around 10,000 contracts throughout the province, according to Diario de Huelva. The president of the provincial institution, David Toscano, signed this Thursday in Hinojos the agreements with mayors and representatives of the councils to initiate the actions.
The programme will generate more than 168,000 workdays. The projects include municipal buildings and warehouses, socio-cultural centres, sports facilities, accessibility improvements, streets, squares, paths, and urban infrastructures. Recreational areas, silvopastoral work, and improvements to shelters and roads linked to Guardia Civil barracks are also included.
The economic section includes business incubators, offices for entrepreneurs, commercial premises and areas, as well as energy efficiency actions and clean points. The purchase of materials and supplies will also benefit local suppliers in each area.
To finance the workforce, the State Public Employment Service (SEPE) allocates over €16.4 million to the province this year. Materials and machinery total more than €7.3 million: the Andalusian Government contributes just over €5.5 million (75%), and the Provincial Council covers the remaining more than €1.8 million.
The provincial institution also provides technical support to municipalities. This year, it has drafted around 30 projects and 12 assessed reports for 17 municipalities that requested assistance, in addition to offering architectural, construction, labour, and administrative advice, project inspection, and resource management support.
The PFEA incorporates an aspect related to demographic challenges. Toscano has stated that creating job opportunities and improving services and public spaces can help residents develop their life projects in the towns. The programme extends to municipalities across the province and this edition includes the Mancomunidad de la Sierra Minera.
"The creation of job opportunities and the improvement of services and public spaces are elements that can contribute to residents developing their life projects in the towns," Toscano stated.
The Provincial Council will also carry out its own projects in provincially owned spaces: La Rábida (Palos de la Frontera), the Vista Alegre complex in Huelva, the fire station in Almonte, Mina Concepción, and several roads in the Sierra, Andévalo, and the Mining Basin. These actions will entail around 400 contracts and more than 5,000 workdays, with workers from around 60 municipalities.
The signing of the agreements took place at the Casa de la Cultura de Hinojos. The mayor of the locality, Joaquina del Valle, highlighted the role of the Provincial Council as support for municipalities and valued the economic boost that the PFEA provides for councils with fewer resources.
