Anfac warns that Spain will not reach CO2 targets for 2030 due to low electrification in the heavy transport sector.

The employers' association Anfac has warned about the failure to meet European CO2 emissions targets in the heavy transport sector. In 2025, electrification in Spain only reached 1.6%, well below the European average.

The Spanish Association of Automobile and Truck Manufacturers (Anfac) has presented an update of its Roadmap for Industrial Vehicles and Buses 2030, where it warns that the current progress in the electrification of trucks and buses is insufficient to meet the emissions targets set by the European Commission (EC). According to the information, the pace of electric vehicle adoption in Spain could lead the country to miss the targets until the year 2075.

In 2025, only 1.6% of the industrial vehicle market in Spain was electrified, a figure that is far from the European average. Anfac emphasizes that to achieve the decarbonisation of heavy transport, measures are needed to promote a competitive and profitable demand for zero and low-emission vehicles, as well as the development of an adequate charging network and a regulatory framework that incentivizes investment.

The document also mentions that the gap between regulatory ambition and real market conditions is widening. Although manufacturers have increased their offering of zero-emission vehicles, the evolution of demand is not keeping pace. Anfac believes that decarbonising heavy transport is not only a technological challenge but also a competitiveness challenge for the sector.
