CSIF resumes protests at Correos in Huelva and Andalucía due to the breach of the Framework Agreement, highlighting 3,800 job losses.

The CSIF union has resumed protests this Thursday at the main Correos offices in the eight provinces of Andalucía, including Huelva, to demand compliance with the Framework Agreement signed in December 2024. The organisation claims that Andalucía has lost 3,800 jobs in the public postal service over the last decade.

The Independent Trade Union and Civil Servants (CSIF) has taken to the streets again this Thursday to advocate for public employment in Correos. The protest has taken place simultaneously in all eight provinces of Andalucía, with gatherings outside the Main Offices, and is part of the mobilisations calendar that the union started on 3 September across the country, as reported by diarioavanza.es.

The reason for these protests is the alleged breach, according to CSIF, of the Framework Agreement signed on 31 December 2024. In that agreement, the public company committed to strengthening the workforce, implementing 35-hour workweeks, converting part-time positions into full-time contracts, and initiating a rejuvenation plan, among other measures.

The lack of hiring reinforcements, due to unfilled retirements and medical leaves, has had a direct impact on employment. In Andalucía, Correos has lost 3,800 jobs in the last ten years, which represents a third of the total, dropping from 11,400 to the current 7,600. Nationwide, the loss has been 22,000 jobs over a decade, leaving 44,000 workers today.

The vice president of the State Public Entities (EPE) sector of CSIF Andalucía and the regional coordinator for Correos, Emilio Gómez, has denounced the precarious situation affecting the workforce. "In addition to job losses, the workforce suffers from precariousness. Approximately 10% of the staff works part-time, earning between 800 and 900 euros," Gómez stated during the protest in Seville.

The union has also highlighted the 2023 job call, where more than 2,000 of the 7,757 positions offered were part-time. Almost three years later, most of those workers remain in the same situation due to the lack of progress in transfer competitions. Precariousness is particularly concentrated in the offices, where 70% of part-time contracts are located. "However, those same workers are asked to perform additional hours, demonstrating the urgent need to recognise them as full-time employees," Gómez added.

CSIF asserts that Correos has sufficient resources to reverse the situation. The union reminds that the Universal Postal Service (SPU) has been funded with 250 million euros and the Services of General Economic Interest (SIEG) with 806 million until 2030, thus considering that the company already has the financial backing to fulfil its commitments.

Another point the union demands is the implementation of the rejuvenation plan. Nationally, over 9,500 employees are waiting for the start of voluntary departures that the company had announced. The average age of the Correos workforce is over 52 years. The plan stipulates that employees who turn 61 before 31 December 2028 will have the option for voluntary departure, but none have occurred so far. CSIF also calls for recognition of early partial retirement.

If the company does not respond to the demands, protests will continue next Wednesday 30 September with a large gathering in Madrid. The union does not rule out taking more decisive actions if Correos does not react to their demands.
